Most of these deals use a Safeway double coupon, which is available at Oregon & SW Washington (Wahkiakum, Cowlitz, Clark, Skamania & Klickitat Counties) Safeways only. You can double up to 4 manufacturer’s coupons per transaction, up to 50¢ each. The double coupon is found in the weekly ad at the bottom of the middle page and look’s like this:
Safeway stores are inconsistent from store to store with their double coupon policy. The following is taken directly from Safeway’s Just4U coupon policy on their website:

Am I the only one having trouble accessing the coupons page? It loads so that the right third of the page is off screen, inaccessible, including the Print button.
Found the tag for $1.50 at Corvallis Safeway, but no stock on shelf. Helpful Meat clerk offered the larger size bag of Safeway brand for $1.50 AND accepted the $1.50 coupon. So yes they were Free.
My SW Portland store, where I’ve bought these many times, no longer has them. I will check at another store or two, but they may have been discontinued. I have a good supply, but wouldn’t mind having more.

Internet Explorer does not like FLNW. Keeps telling me its not responding. Unfortunately, I have to use IE to print qs.
I don’t see how this is free. On sale for 2.50 minus 1.50 coupon & .50 doubler, makes it .50
After printing the coupons, I couldn’t find these at my local Safeway last week (SW Portland). I’ve bought them there in the past. Will try again.
And they’re NOT free; the best you can do is pay 50 cents per bag if your Safeway doubles printables. (assuming a $2.50 sale price)
