Most of these deals use a Safeway double coupon, which is available at Oregon & SW Washington (Wahkiakum, Cowlitz, Clark, Skamania & Klickitat Counties) Safeways only. You can double up to 4 manufacturer’s coupons per transaction, up to 50¢ each. The double coupon is found in the weekly ad at the bottom of the middle page and look’s like this:
Safeway stores are inconsistent from store to store with their double coupon policy. The following is taken directly from Safeway’s Just4U coupon policy on their website:

I just bought 4 viva. No CAT. Also ibotta says it has to be for 3 different items. I’m pretty bummed.
FYI: Today I purchased 4 cottonelle toilet paper, payed $16 ( not $14)
received No Catalina, the cashier lady said I needed to call the catalina company I did they will get back to me in a couple of days. That’s how Safeway deals with it.
Can u share the Catalina info, I too bought the paper towels and no Catalina
There’s also a website at which you can enter your receipt info. In the past, they’ve mailed me the missing catalina within a few days. It’s support dot catalinamarketing dot com. (replace “dot” with periods, of course)
I bought 2 Vivas, 2 Cottonelles and 1 Kleenex for a total of $18 after coupons and no cat. The store gave me a gift card for the $5 amount. I started thinking the coupons are what prevented the cat from printing so I went back and bought 3 Vivas, 2 Cottonelles along with a Kleenex cleaning towels (all had coupons) but the total was $24 after coupons, and the cat printed. So, after the doubles and cat all of it was $17. I used the Ibotta rebate on the first transaction so after the Kleenex cleaning towels ($2), I paid $3 for each package. At .25/each TP and .50/each PT – still a decent deal.
Catalina said my 4 vivas didn’t qualify so no CAT for me, and no ibotta. Big loss for me.
